There is no final JESTA country list yet

The enacted framework is aimed at advance screening associated with visa-exempt short-term travel. Japan’s current visa-exemption arrangements therefore provide useful context, but they are not automatically the final JESTA list.

Important: a passport can currently qualify for visa-exempt travel without creating any JESTA requirement today. The new system is not operating, and final coverage must come from future government rules.

How visa-exempt countries relate to JESTA

Japan allows nationals of designated countries and regions to make certain short visits without obtaining a visa in advance, subject to passport type, purpose, intended stay and other conditions. JESTA is expected to sit before travel for people within a defined part of that visa-exempt flow.

Visa exemption and travel authorization are different concepts. Visa exemption determines whether an eligible traveler can normally seek short-term entry without first obtaining a visa. JESTA would add an advance authorization check for travelers brought within its final scope.

Why the existing visa-exemption list is not a final answer

  1. The JESTA designation rules are pending: the government has not published the definitive included-country or passport schedule.
  2. Exceptions may apply: certain traveler categories, documents or circumstances could be excluded or handled separately.
  3. Visa exemption has conditions: permitted stay, passport standards and activities are not identical for every nationality.
  4. Rules may change before launch: current visa arrangements and future JESTA designations can be updated independently.

For that reason, this site does not label a country “JESTA eligible” merely because it appears on today’s visa-exemption page.

Nationality shown in the passport

Eligibility is expected to depend on the passport used for travel, rather than only on a traveler’s country of residence, point of departure or place of birth.

Dual nationals

A traveler with more than one nationality must check the rules for the passport presented for the journey. Final dual-national procedures are pending.

Special passports

Diplomatic, official, emergency and temporary passports may be treated differently. No complete JESTA exception list has been published.

Existing visa or residence status

Travelers using a visa or returning under a residence status are not the ordinary visa-exempt visitor case and should follow the rules for that status.

Permanent residence in a visa-exempt country does not necessarily give a traveler that country’s passport treatment. Conversely, a traveler may depart from a country different from the nationality shown in the passport. The travel document used at check-in and the border is central.

How to check your country and passport status

  1. Open the Ministry of Foreign Affairs of Japan page on visa exemption arrangements and find the nationality shown in the passport you will use.
  2. Read the footnotes for permitted stay, passport type, electronic-passport conditions and other country-specific limitations.
  3. Confirm whether the planned activity is allowed as a temporary visitor or requires a visa.
  4. After JESTA rules are published, compare the passport against the separate official JESTA scope and exception list.
  5. Recheck close to departure because visa, entry and carrier rules can change.

Are United States, United Kingdom or Australian passports confirmed?

Those passports currently appear within Japan’s visa-exemption arrangements, but no final JESTA designation list has been published.

Does an EU residence permit make me eligible?

No conclusion can be drawn from residence alone. Check the nationality and passport used for travel, along with any visa or residence status relevant to Japan.

What if I have two passports?

Use official rules for the passport you will present for the journey. Final JESTA procedures for changing or linking passports remain pending.

Will children follow the same country rules?

Final child exceptions have not been published. Do not assume that a child is exempt solely because of age.
